Waterspouts and tornadoes look similar and both types of rotating columns of air, but they differ primarily in their formation and location.
Waterspouts can form without a thunderstorm and often develop from surface convergence over warm water. Tornadoes, on the other hand, typically require a rotating thunderstorm to form.
