The West Orange City Council heard from another landlord Monday who is not happy with the recent sanitation ordinance. During the period allowed for public comments Robert Sepulvado spoke against Ordinance 414. Sepulvado gave a suggestion to the council that there is technology available that could be adapted by West Orange that would alleviate the need for the ordinance. Sepulvado mentioned that when he worked at nuclear power plants the facilities had detectors that could identify badges on personnel which could also be used on garbage trucks and garbage cans to allow drivers to determine which houses have paid to have their garbage cans picked up. He said this system would make it possible for the city to determine which residents are paid up on their garbage collection fees and take appropriate action while leaving parties who are not involved in it alone. Sepulvado closed his three minutes by quoting from the Bible comparing the City Council to the Pharisees of the New Testament. Mayor Roy McDonald reminded that the deadline for landlords to register their rental properties for the garbage collection ordinance is July 16. Mayor McDonald added that West Orange does periodically conduct a review of city ordinances. McDonald pointed out the ordinance is relatively new and that he has talked with several citizens about it. The mayor and other city officials that have received comments on Ordinance 414 have taken notes on it which could be used when the ordinance is reviewed as suggestions for possible changes to it. The City Council approved City Secretary Theresa Van Meter renewing the current insurance plans for city employees with the Texas Municipal League.
