The Commissioners debated again Tuesday the adoption of parliamentary procedures for the meetings of the Commissioners Court. Commissioner David Dubose requested the item for discussion because he had concern that under the rules approved last week a commissioner might be restricted from commenting. County Judge Brint Carlton read an amended section of the procedures before a vote was taken of the Court members. Carlton amended Section 2 of the procedures that still included that no one will be allowed to comment without being recognized by the presiding officer of the Court, but that the members of the Court shall not be prevented from commenting, but must wait for recognition before commenting and members of the public must come forward to the podium after recognition before commenting.
Dubose was pleased with the amended clause and made the motion for approving it. Dubose said the amendment was actually what he wanted to see, adding it was not that he feared Judge Carlton would not recognize a Commissioner, but there is no telling who might have the authority in the future and how that person would handle the rules adopted. Dubose concluded, “I think it’s a good deal.”
Commissioner John Banken was the lone Commissioner just as last week who was opposed to even the amended parliamentary procedures. Banken stated, “No, I’m not pleased with it. There are too many restrictions, and I think we were doing fine before we adopted all this.” A copy of the parliamentary procedures can be seen on the county webpage for County Judge Carlton by clicking on the tab for Commissioners Court at the bottom of the page.
Early voting locations for the March 1 primary were approved by the Commissioners Court Tuesday. The Orange Public Library in downtown Orange will serve as the main early voting location again. The Mauriceville Fire Station on Highway 62 will be a new location for early voting in Precinct 2. Commissioner Jody Crump questioned Elections Administrator Tina Barrow if this will serve as the voting location in the future. Barrow indicated that the Mauriceville Fire Station will serve as the early voting location throughout the 2016 primary and general election and hopefully will continue into the future. Barrow commented she did not like change, but she said the change from the First Baptist Church in Mauriceville as an early voting location was something they needed to do. The Bridge City Public Works Building and the Raymond Gould Community Center will continue to serve as early voting sites in Bridge City and Vidor respectfully. Early voting will be done Tuesday, February 16, through Saturday, February 20, and Monday, February 22, through Friday, February 26. Voting will be done 8:00 AM to 5:00 PM each day of early voting.
