
The financing agreement between Way Service and Orange County was tabled by the Commissioners Court Tuesday. County Judge Pro Tem David Dubose chaired the meeting and admitted he was not comfortable approving an agreement for over six million dollars without the full Court present.
County Judge Brint Carlton and Commissioner John Banken were absent from the meeting. Dubose requested County Attorney Doug Manning meet with County Engineer Clark Slacum and possibly Maintenance Supervisor Kurt Guidry to review the financing agreement. Orange County has approved Way Service to undertake energy efficiency renovations on most county buildings at a cost of about $6.4 million. The improvements are expected to save the county more than seven million dollars over the next 15 years. Those savings are to pay for the renovations.
Spring is fast approaching and that means mosquitoes will soon be in the air. The Commissioners Court Tuesday approved a waiver to allow the Mosquito Control Department to fly at low altitudes to spray for mosquitoes. Mosquito Control Director Patrick Beebe said the waiver will allow for aerial spraying below one thousand feet. Beebe indicated it is a seasonal routine to get the waiver which will allow his department to undertake ground treatments or aerial treatments where necessary.
Commissioners approved a line item transfer that will permit Sabrina Gray to purchase a washer and dryer for the Orange County Convention and Expo Center.
Gray said the washer and dryer will be used to clean draperies used in the Expo Center for conventions and the fabric cannot be dry cleaned.
Road and Bridge Engineer Clark Slacum requested the Commissioners approve his department purchase replacement parts for two of its vehicles. The Court approved Slacum buying a motor for one vehicle and a transmission for the other. Slacum told the Commissioners that his department’s equipment is old averaging 13 years of use which means future repairs are likely with this sort of catastrophic failures. Slacum estimated that 56 percent of his department’s equipment maintenance budget will have been spent with the purchase of the new parts and road repair season has not really started yet.
