
Parts of Second Street and Meeks Drive will be getting new asphalt surfaces soon. The Orange City Council awarded a low-bid contract to L D Construction of Beaumont to do the job at a cost of $273,000.
Public Works Director Jim Wolf said Second Street will get the coating from John Avenue to Pine Avenue, about 2,000 linear feet. He said the project will not extend the surface all the way to Green Avenue.
The city a couple of years ago started resurfacing Meeks Drive at International. Wolf said the plan is to continue north all the way to Allie Payne Road, about 3,100 linear feet. He added that the city had budgeted $300,000 for the two projects and the bid was below budget.
District 3 Councilor Essie Bellfield said she has worked for years to get Second Street repaved and At-Large Councilor Larry Spears thanked her for her perseverance.
City Council also approved a change order with Simco Enterprises. The company is re-locating city utilities in the Bob Hall Road area for the Interstate 10 construction. The change order will add 17 days to the project’s completion and drop the price for the city by $10,744. Wolf said the change will now have the cost about $43,600 and the Texas Department of Transportation will reimburse the city.
The council also officially acknowledged that incumbent Wayne Guidry is running unopposed for single-member District 2 and incumbent Bill Mello is unopposed for at-large Position 5. Incumbent Mary McKenna in single-member District 4 is being challenged by former council member Annette Pernell. Only registered voters living in District 4 will vote in the May 7 election. The poll will be at the West Orange-Stark Middle School on Green Avenue.
Representatives of the accounting firm Charles E. Reed and Associates presented the required audit of city finances during the fiscal year of October 1, 2014, through September 1, 2015. They reported the city is in good financial shape and praised the city finance staff, led by Gail English, for their accounting methods.
