The city of Orange planning and development offices, along with the building permit and inspection office, have been moved to trailers on Main Street behind city hall.
The city council last week approved an exception to allow the trailers.
City Manager Dr. Shawn Oubre said the Neighborhood Facilities Building where the offices are normally located, had a few inches of water during the Harvey flood. He said it appears the water came from traffic on Main Street causing waves that sent the water into the building.
