The 2019 Texas Legislature and Governor Abbott greatly expanded the Texas Water Development Board’s (TWDB) role in flood planning. The TWDB is administering a new state and regional flood planning process with flood planning
regions based on river basins. On October 1, 2020, the TWDB formed the Region 4 Sabine Regional Flood Planning Group (Sabine RFPG), which covers the Sabine River Basin. Its purpose is to carry out the responsibilities placed on regional flood planning groups as required by Texas Water Code Chapter 16 and TWDB rules, including Texas Administrative Code (TAC) Chapters 361 and 362.
Pursuant to their charge, the Sabine RFPG is requesting input from public and regional stakeholders about known flood issues, flood risk concerns, flood projects and strategies, and other flood related priorities. This information is critical in the development of the Sabine Regional Flood Plan. An Engagement Survey has been created to collect this information and the Sabine RFPG invites all interested parties to participate. SURVEY
