Orange Police Department Captain Robert Enmon said he can give no comment about an investigation into officers spanking a 13-year-old girl at the request of her mother last week.
“It is an internal matter that is being investigated,” said Enmon, who is the department’s official spokesperson.
Usual procedure for the department is to call in the Texas Rangers, an outside agency, to investigate possible criminal allegations against an officer.
