
On Tuesday, November 4, 2025, at approximately 9:33 P.M., officers with the City of Orange Police Department were dispatched to the Velma Jeter apartment complex, located at 2500 Allie Payne Road, in reference to a reported shooting.
While officers were responding, a vehicle was observed leaving the complex at a high rate of speed. Officers conducted a traffic stop on the vehicle and detained the occupants. One of the occupants was identified as 28 year old Octaviun Rhodes. Rhodes was initially taken into custody for outstanding warrants.
Other responding officers proceeded to the apartment complex, where they were advised that a gunshot victim was located near Building #5. Officers located a deceased black male, identified as 36 year old Dupri Booker.
Detectives were called to the scene and initiated a homicide investigation. Throughout the course of the investigation, Detectives conducted multiple interviews, reviewed physical evidence, and obtained video surveillance. Detectives also interviewed Rhodes, who confessed to shooting Booker.
Rhodes was subsequently arrested for Murder (First Degree Felony) and transported to the Orange County Jail.
This case remains under investigation.
