
Appraisal notices for tax year 2020 have been mailed to Orange County property owners
The Orange County Appraisal District has mailed the Notice of Appraised Values to property owners in Orange County. You should be receiving them in your mailbox in the next few days. Appraisal Districts are required by the Texas Property Tax Code to appraise property as of January 1st of each year. The real estate market was doing very well in most areas of Orange County at that time, resulting in higher appraised values for 2020 in some cases. We completely understand the economic hardships that business owners and homeowners have suffered over the last few weeks. However, there have been no waivers or extensions from the state on the 2020 appraisals due to the COVID-19 Pandemic. With the timing of COVID-19 any market influences will be seen in the 2021 appraisal year values. The Property Tax Division of the Texas Comptroller’s Office performs two different types of audits on appraisal districts, a Property Value Study and a Methods and Assistance Program (MAP) Audit. The 2020 year is no different, the Property Value Study will be performed this year using sales data from January 1, 2019 through the first part of 2020. Appraisal Districts are given a threshold of 95% to 105% of market value that the median level of appraisal must fall within to keep from falling outside the confidence interval. If a district falls outside that confidence interval it can affect state funding for some of the local entities.
With the appraisal notices being delayed until April 27th the deadline to file an appeal has been extended to May 27th. The normal deadline is May 15 or 30 days after notices are mailed, whichever is later. Due to the COVID-19 social distancing orders the appeal process will be a little different this year. For Informal Appeals with appraisers, the district is asking that you use one of the following methods as no in person meetings will be held at this time.

To use the Online Protest Portal, you will use the Online Passcode number given to you at the top of the Notice of Appraised Value. If an agreement is not reached informally through one of the above methods, a hearing will be scheduled before the Appraisal Review Board. Those hearings will take place in June and July.
Also as of January 1, 2020 if you still had damage that remained unrepaired from Tropical Storm Imelda please contact our office through one of the methods above so that our appraisal staff can work with you on making the necessary adjustments.
