
The city of Orange will continue to pick up Harvey debris until the end of the month, but City Manager Dr. Shawn Oubre said the city will have to deal with the little stuff. That’s a referral to the small remains left behind in yards after the grappling trucks have taken away the big mounds of trash.
Oubre told the council the city appreciates property owners raking up and picking up the remains. However, the city can have options to help clean.
Texas Workforce has a program to provide workers at no cost to the city to pick up the small trash. Or the city can use Orange County Jail trusties to clean. Oubre said the city will have to pay $200 a day for to provide a deputy to supervise the trusties if that option is used.
He said using probationers to clean as part of their probation has not worked well in the past.
The city’s debris contractor stopped picking up debris two months ago. However, the city council agreed to assign the city’s grappling truck to continue to pick up the debris after FEMA agreed to reimburse the city for the costs.
Oubre said the city has picked up 79 loads and 1,900 cubic yards of debris that is eligible for reimbursement. He emphasized the city will not pick up rebuilding construction debris because FEMA does not reimburse for that cost.
