
The city of Orange may be signing a contract with the Stark Foundation to install promotional banners on light poles along Sixteenth Street.
City Council meets Tuesday and will be voting on a recommendation from Planning Director Kelvin Knauf “to enter into a contract agreement” for the banners. Knauf in a memo to City Manager Shawn Oubre said “the City staff is interested in hanging banners on the light poles along 16th Street to promote tourism and partner with the Stark Foundation concerning the banners.”
The memo said Entergy “is supportive of hanging the banners on their light poles.” However, the banners cannot be hung on poles owned by the Texas Department of Transportation. In addition, TxDOT “has to give permission to hang banners in their right-of-way,” Knauf wrote.
In other business, the council has set a closed-door executive session to discuss the lawsuit filed by Leslie Barras, a resident of the Old Orange Historic District, and the Historic Orange Preservation Empowerment (HOPE), a non-profit group. The lawsuit is attempting to stop the city from buying the First Financial Bank building on 16th Street and moving city hall from its historic site in downtown.
