On August 11, 2015 at approximately 1:45pm West Orange Police Lt. John Tarver was at the Walmart located at 3115 Edgar Brown Drive in West Orange. As he was sitting in an unmarked Police Vehicle on the West side of the Walmart close to the Garden center, he observed a white male exit the Garden Center who was carrying a pop up style canopy. Once the person exited through the chain link fence area and was past all points of sale he begin to run with the canopy giving Lt. Tarver rise to suspect that it had just been stolen. The suspect was able to get into a gray Pontiac G6 and exit the parking lot as Lt. Tarver saw the vehicle drove erratically and quickly out of the Walmart parking lot and entered Highway 87 as it turned toward Bridge City. While on Highway 87, Lt. Tarver attempted to stop the vehicle at which time the driver then sped up began to try and evade the Officer as it drove thru Winona Park and then back onto Highway 105 and drove towards Orangefield. After getting to Orangefield the driver then turned onto FM 408 and went to Bridge City where he turned north onto West Roundbunch. At that point, Orange County Sheriff’s Office Deputy Scott Barnes joined the chase at which time the driver finally pulled over in the area of the Bridge City Elementary School. The driver of the vehicle is a white male who identifies himself as Justin Dwayne Hipsley. Hipsley was arrested for outstanding warrants and Evading Arrest with a Motor Vehicle. He was taken into custody and transported to the Orange County jail.
